# Claude Code 2.1.304 can force a person to approve a tool check

> Claude Code 2.1.304 adds a person-only tool.check decider, guided auto-mode setup, and a read-only Managed Agents security comparison.

Claude Code v2.1.304 was published on October 19, 2026, at 21:34:39 UTC. The release lets a mod require a person to approve a tool check, adds a guided auto-mode setup on more hosts, and adds a read-only comparison of Managed Agents settings with Anthropic's published security guide.

## Only a person can approve

A mod's `tool.check` answer can set `decider` to `"person"`. Only the permission dialog or a host's callback can approve the ask. Where nobody can be asked, it is refused with the mod's reason.

The `tool.check` event also gains `e.isReadOnly`, set when the tool call is read-only. When a plugin that runs first skips one of a mod's hooks, the transcript adds a line naming the event and the plugin.

`settings.read` hooks now receive each settings layer and rewrite the merged settings, so a managed mod can make an organization's setting a ceiling, including the `cleanupPeriodDays` the retention sweep uses. Skills from one source — a repo, your own folder, or a plugin — can register at most 1,024 hooks and 16,384 matcher characters per session. Under a policy that allows hooks from plugins only, a skill used in the main conversation whose hooks are kept out no longer gets its `allowed-tools`.

## Setup, a read-only compare, and a usage warning

`/auto-mode-setup` is a guided setup that reads the project and recent sessions to teach auto mode about the environment. It is now also available on Bedrock, Vertex, Foundry, Claude apps gateway, and telemetry-disabled sessions.

`/claude-api managed-agents-secure` compares a Managed Agents agent's settings with Anthropic's published security guide, without changing anything.

On Pro and Max plans, resuming an inactive conversation warns when that resume would use a noticeable share of the 5-hour usage limit. You can resume anyway, or start a new conversation; Claude can look up the previous one if you refer to it. The notes do not say what share counts as noticeable.

Auto-mode session files no longer store the safety classifier's context with every request. In cloud sessions, a new conversation's first turn no longer waits for local stdio MCP servers of plugins synced from claude.ai, unless a server sets `alwaysLoad: true`.

In the VS Code extension, mod drawing in the chat panel is available for sessions on Amazon Bedrock, Google Vertex AI, and Microsoft Foundry, behind an LLM gateway, or with telemetry turned off.

If you author mods, read the v2.1.304 notes before you rely on a person-only `tool.check`. Then run `/auto-mode-setup` on the host you actually use, and run `/claude-api managed-agents-secure` if you need to see how a Managed Agents agent lines up with the published guide. That command does not change settings.
