# OpenAI says GPT-6 is much better at COBOL and other low-resource languages

> OpenAI’s new low-resource coding evals show large self-reported gains on a 20-language SQLite-engine test and on COBOL migration.

OpenAI says its latest models are much better with low-resource languages such as COBOL, Fortran, and Visual Basic, according to Matthias Bastian’s 20 October 2026 report at The Decoder. Those languages have far less training code than Python, OpenAI argues, but they still prop up critical infrastructure. The piece cites an IBM estimate that COBOL powers more than 40 percent of online banking systems and 95 percent of ATM transactions.

The scores below are OpenAI’s own benchmarks, as relayed by The Decoder. They are not an independent leaderboard, and The Decoder does not say it re-ran the tests.

## Two evaluations OpenAI built

OpenAI built two evaluations to measure progress.

MultiLangBench asks a model to build a SQLite-compatible database engine from scratch. With maximum reasoning effort, OpenAI reports GPT-6 Astra at an average test pass rate of 87.4 percent across 20 languages, up from about 38 percent for GPT-5.6 Terra. A chart credited to OpenAI, and republished with the article, puts GPT-6 Astra and GPT-6.1 Sol both at about 87 percent, while older models such as GPT-5.6 Terra top out around 38 percent.

GPT-6 Luna scores 40.3 percent on that average, barely ahead of GPT-5.6 Terra at 37.9 percent, but at a much lower cost. Dollar amounts for that comparison are not in The Decoder’s account.

The second test is a COBOL migration benchmark that translates COBOL into C++, Java, Kotlin, Python, or Rust. At low reasoning effort, OpenAI reports GPT-6.1 Sol at 86.6 percent accuracy, compared with 5.4 percent for GPT-5.6 Sol. The Decoder says raising reasoning effort pushes that accuracy to 97.9 percent.

Language-by-language MultiLangBench splits for COBOL, Fortran, or Visual Basic are not in this report, so those figures stay unknown here.

## How to read the gains

The jumps OpenAI is willing to print are large, especially on COBOL migration, where low-effort GPT-6.1 Sol is far above GPT-5.6 Sol. They remain pass rates on tasks the vendor designed and scored. Nothing in the piece shows how the suites would behave on a production banking or scientific codebase.

Compare GPT-6 Astra and GPT-6.1 Sol only with the baselines printed in this account: GPT-5.6 Terra on MultiLangBench, and GPT-5.6 Sol on the COBOL migration eval.

Read Bastian’s write-up for the chart and the two task definitions, and keep treating every pass rate as OpenAI’s self-reported score.
